The Mission

The objective of the organization is the implementation of the Saba’s HIV and AIDS Strategic Plan 2013-2017 (SP). The objectives of the SP are to prevent and control the spread of the HIV and AIDS epidemic. Through the implementation of SP-outlined programs the BMSF contributes to poverty reduction through the sustainable prevention of the spread of HIV and AIDS on the health, social and economic sectors of Saba. In line with the Caribbean Regional Strategic Framework on the mitigation of HIV and AIDS, and with the support of the United Nations Development Program, we have assisted the Island Government in developing multi-year territorial strategic plans since 2000. Our work has established a long-term strategy framework for Saba based on model preventative strategies.

Acknowledging operational reality in programs implementation the foundation adopted in 2013 the call-name “Body, Mind and Spirit” to highlight its incorporation of all healthy, balanced lifestyle promotion efforts. While the organization has broadened its scope it is still the prime agency in collaboration with the Public Health Department, charged to spearhead the development and implementation of the Strategic Plan for HIV and AIDS Prevention and Control. Through our ongoing efforts the organization seeks to further the well-being of the community by mobilizing resources to prevent diseases and promote healthy lifestyle.


Why does Saba need a Strategic Plan? 

Worldwide the Caribbean region remains second only to Sub-Saharan Africa in the prevalence of new HIV infections. BMSF determined that it had a critical responsibility to assist the Saba Public Health Department in developing a strategic plan and to promote an adequate island response for the Island Territory of Saba. BMSF educates members of its community about HIV and AIDS and takes a leading role in the mitigation of the disease on our island territory. BMSF members are made up of representatives of all the key stakeholders including representatives of vulnerable groups.

The need to continue with a structured approach to combating HIV and AIDS within our community is evident from the information gathered internationally, regionally and locally with regards to the pandemic. The United Nations Millennium Development Goals target a halt and reverse of the spread of HIV and AIDS by 2015. Over the last decade Saba implemented activities outlined in subsequent strategic plans leading to monitored improvement in:

  • Increased awareness;
  • Reduced high risk behavior related to the spread of STI/HIV infection;
  • Greater number of trained persons to address stigma of the STI/HIV infection;
  • Improved Quality of Life for PLHIV;
  • Established policies, procedures, and strategies, and
  • Improved institutional capacity and response to HIV/AIDS through the application of knowledge, research and learning opportunities.
